Weird situation at work. Can I get some imput on what's going on?

It's depends on the manager's personality. If the manager is one that doesn't tolerate indiscipline, he / she is definitely going to do something about a coworker harassing another. However, if the manager is one that is meek, he / she might do nothing.

I disagree with the above posters.
It is absolutely a managers job to do something if one employee is being harassed by another, and if the manager does not they should be reported to the labour board and lose their job.
